Thank you, Linda. I have since got a callback from a DMV rep. who
assured me they are working on it, and will imploy similar rules as
California has, including a minimum mpg which will exclude hybrid
SUVs. The "trouble" with cars like the Focus is they have
relatively high emissions (compared to hybrids), and once they are
back in city traffic, they idle just like all other non-hybrid cars
(no news to anyone here!). :)
